If I know (of) someone who might be working on something I want to pursue, is it considered polite to reach out and ask whether.. well, first, they're actually working on that?

It would be polite, as well as an excellent way to network and perhaps start a new collaboration.
Just want to make sure I'm not stepping on anyone's toes, I guess
